It could cause engine damage. We had somebody put 10W40 4 stroke oil in the injection oil tank of a 2 stroke sea doo pwc and it ran for less than an hour before there was significant engine damage. He is now forever known as Captain 10W40.
Two-stroke oil is the same stuff whether it says "snowmobile," "outboard" or "weed whacker" on the bottle. As long as the mix ratio is right, you can put the same oil in your snowmobile and your boat.
you dont mix water with oil. If you have a two stroke engine it needs oil and petrol in the tank or it will just die on you. But if you have a 4 stroke you just put petrol in the tank. Hope this helps.

if your scooter has a engine oil dip stick then it is a four stroke. if it has a oil tank that you have to put oil in then it is 2 stroke.
Your really should never put more oil then needed into anything no extra oil will not cause water to get in you obviously have a bad seal somewhere below the water line

No - it is formulated very differently. The crankcase of a four stroke engine needs conventional engine oil. DO NOT use two stroke oil in the crankcase.
Nothing will happen. The oil that is required for all automobiles today is 4 stroke oil. So you are using 4 stroke oil anytime you change the oil.
