Yes and no. Some do and some do not. Mine is a base model and it does not have tilt, but I know other models of the cavalier do have it.
MOST VEHICLES WITH TILT STEERING HAVE A LEVER LOCATED ON THE STEERING WHEEL SECTION OR ON THE STEERING COLUMN.THIS LEVER IS PULLED OR PUSHED AND ALLOWS THE STERRING COLUMN TO TILT

should be a small lever (very easy to see) on the left side of the column behind the indicator, pull it towards you and adjust the tilt.
Slide the large rubber portion of the tilt lever toward the driver seat,not outward toward the door. Then you will be able to remove the lower column cover. This worked on a 03 Dodge Ram.
There is no tilt steering for a sidekick, but the hood release button is in the glove box. Then the latch is under the hood after you pressed the button. I have tilt steering on my 1995 Sidekick. There is a lever on the left side of the steering column. it releases and locks the column in place where you want it. And yes, the hood release is in the glove box.
On the steering column.ANS2 - On that model it's a lever on the left side of steering column, about halfway between wheel and dash.
It is for the tilt steering wheel. Pull it out and you can adjust your steering wheel. Push it back in when it is set at optimum for you
The lever is located on the bottom of the steering column. If it's not locking, the lever may just be jammed and you just need to wiggle it a bit.
The tilt steering column was introduced in the 1963 Impala SS.
