Yes but they can be hard to find. In the Sedan model, there are hidden away in a "secret" compartment toward the far right (passenger) side of the trunk, you have to pull down a panel that is held by velco, you will find a jack in there. The wrench could be in there or with the spare tire which is under the carpet/floor of the trunk.

My 2000 Echo had a similar problem. It turned out to be a bad Mass Air Flow Sensor chip, making the car run to rich, and in turn making the engine light come on.
