No. A "shutdown" usually powers the computer off or halts the processor operation, but performs no further action. A "restart" first shuts down the operating system and may temporarily power off the computer, but will then turn it back on again starting with the BIOS POST procedure.

Restarting a laptop computer is just like restarting a desktop computer. If you are on a windows computer you go to the start button in the lower left hand connor of your screen. Click on the start button. Click shut down computer when it bring up a box that gives you may options like shut down, restart or log off. Click the restart button. If your on a mac computer, go to the top left hand connor, click the apple picture than click restart. If your on a Linux computer go to the top right hand connor and click the power button, then click restart.
I would try this first. Close everything and shut down the computer and unplug it. Then plug it in and restart the computer.
If you restart it in the menu with the mouse or keyboard then it's a "Soft" or normal reboot. If you have to restart with the power button (or restart button on older Macs) on the side of computer case then its a "Hard" reboot.
