The only license required for a DJ business is the actual license to do business, which can be obtained from your local City Hall. I also recommend registering the name under which you do business with the State in which you live. You do not need any ASCAP licenses to music rights or anything of the like.

Actually in some circumstances, you do need ASCAP licenses. If you play major venues, usually the owner pays the fees to keep from having a lawsuit filed.
