Yes they do. Under HIPAA, the caregiver may not withhold patient information because of non-payment.
No such statute exists and, if one did, HIPAA would overrule it at the federal level. It is specifically illegal to withhold medical records in order to collect payment.
It would have to be a doctor
It differs from country to country but mainly you have to study really hard and get really good grades and then pay a lot of money to get into a medical school. Then when you graduate from medical school you will be a doctor.
You want to help people by becoming a doctor. If you don't have enough money to study, you can get a medical scholarship in Air Force Medical Scholarships.

HIPAA allows patient access to their own medical record, with very few exceptions. Failure to pay the bill is NOT one of those exceptions.Added: HIPAA restricts and prevents the dissemination of your medical records without your knowledge and approval. There is no provision within it which allows a medical provider to hold your records "hostage" until you pay their bill.
A medical doctor can charge you money if you are supposed to pick up pain medication, but you don't have an appointment. This might mean that you were unaware of the appointment.
As a doctor I can easily tell you that the income for first year medical school is ZERO. In fact during the whole of medical school YOU pay them to teach YOU. You earn NOTHING, not a cent! You only start to earn money when you graduate and get a job as a licensed medical doctor. (I'm a licensed medical doctor)
Confidentiality and privacy are major concerns when it comes to electronic medical records. Each medical institution spends a lot of money and resources to keep these files secure. Of course there is always a risk of their systems being hack and compromised.
While your doctor would be best so your medical records are accurate and your allergies are considered, going to a clinic can save money because it might cost less than your copay to the doctor's office. Clinics can be more conveniently located and appointments can be easier to get with less waiting.
