Depends on the dog
This is most likely because he enjoys it. Dogs cannot reach their back very easily to scratch it so when people scratch it, to them it feels great. Just like someone scratching that one itch in the middle of your back that you cannot reach yourself.

probaly caus they have been out in the grass doin there job and the grass itches them then when my dog comes back in from being outside she comes straight 2 me and makes me scratch her butt and i think another reson y dogs like it when u scratch there butt its not caus they cant retch it caus they can w/there teeth
