Not at all. Although it might be hard to collect, incarceration doesn't change the amount of past-due support owed, and current support continues to accumulate unless/until the court enters an order otherwise. (FYI, support cannot be modified/terminated retroactively.)

In other words if $3,000 is due have him write a check (i.e for $300) to you (or the state's collection agent, usually the department of revenue in the state) for some fraction of that amount, deposit that amount, give him the money back and repeat this until the balance becomes $0. As far as the state is concerned the debt is then paid. If there is $3,000 due and he can only provide a check for $300 then repeat this 10 times.

An unmarried father cannot "choose" to not pay child support. The laws in every state require that a father pay for the support of his child. The mother must bring an action to the appropriate court so that a child support order can be established. Visitation rights are separate and a father can have visitation rights established by the court. Visitation rights are not dependent on paying child support.
