no, their parents usually already have enough on their hands, and are spending all their money on taking care of the other kids

That's not necessarily true. a lot of foster carers have pocket money systems but that depends entirely on the carer as to whether or not you do and how much you get. It's not an entitlement, let's just say that :)

What is difference between adoption and guardian?

Being a guardian/foster parent, you get paid for everything. The child recieves many benefits. Such as Vacation Fund, Or Recreational Fund. Depending on the childs time in care as well, they're eligible to receive free schooling throughout College/University. But being an Adoptive parent you cover the costs of everything. I have personally grown up as a foster child, Been adopted, & unadopted once again. I know how this works.

Do foster parents get reimbursed in Illinois?

You do not get paid for being a foster parent you get reimbursed for child's expenses and they also receive a medical card so there is no medical bills that the family incurs. Getting paid for being a foster parent is the give and take relationship you achieve with your child. In some states, foster parents are in fact paid a perdiem for each child. An average in Texas is $30 per day per child. This is meant to cover the child's expenses (other than medical) but it isn't reimbursed. It's paid to the foster family and they are expected to provide for the child.
