No. To migrate is to move. Hibernation is to sleep through the winter months.
First of all, make sure you have a hibernation cave. Then, select the dragon you want to hibernate. Click 'move'. A green arrow should be pointing to the hibernation cave just like when you move dragons to different habitats. Click on the hibernation cave. Your dragon should now be sleeping in there. To get it out of the cave, click 'move' again and select a habitat. I hope that helps.
