I believe you have to first establish, in which jurisdiction or under what authority the organization is formed.

It is like a franchise, You can not say you are a McDonalds franchise without getting a license from McDonalds. You can not claim to be an approved organization of a State unless you get their approval in the form of some license.

If however you do this under an external or totally private authority, and you are open and forthright about it, not claiming to be State sanctioned or receiving State Benefits, then you have no obligation to be licensed.

However, there are ways you claim State support or/and State benefits, you may not be aware of. Using Federal Reserve notes is a benefit to State entities. By using Federal Reserve notes you may be volunteering in to their State Jurisdiction. There are many ways you may sacrifice you independence from the State, so be cautious. The State makes it as difficult as they can for you to be independent, but it is possible.
