No, paper will not keep water cold for the longest time. A metal cup will keep water the same temperature for the longest time. I know this because I did a science experiment about this but instead of cold water I used hot, which won't really make a difference. The next would be glass then paper.

speaking from experience and not from science, foil is a very good conductor of heat which means it can go from hot to cold very fast (and vise versa) whereas plastic is waterproof and will keep the cold moisture (or warm moisture) in the food and we all know that water is a poor conductor of temperature thus keeping your food colder (or hotter) for longer.

When you heat ice it takes in the heat and its temperature rises until it reaches melting point. It then takes in heat without getting hotter. When it's all melted, then the water that it now is gets hotter and hotter. When it reaches boiling point more heat will simply turn it into steam without it getting hotter. If you keep adding heat to the steam then it will get hotter. The heat that you have to add to something to change its physical state (i.e. from solid to liquid or liquid to gas) but without it actually getting hotter, is known as 'latent heat'.

Styrofoam because it has a thick layer and is a good insulator.Paper and plastic are could alternatives but Styrofoam would work better, therefore glass would be the worst one to use because it would only keep it warm for a couple of minutes.
