Anything you get from a care package will not advance your kill streak. The only things which advance your kill streak, besides manually killing, would be anything manually controlled by you. AKA, only when the laptop or the map is used. Using an attack helicopter will not work because you just call it in, yet being the gunner in a chopper will advance it. Though, here is an exception. Say you get a harrier strike, then die. You can still use the strike, but it will not count towards your streak.
All helicopters count torward your killstreak but if you got it in a care package it doesn't count. Anything in the care package doesn't count torwards your killstreak.

Because in C.O.D MW3 all of your kills count towards kill streak rewards. For example if after you killed the right amount of people to unlock the pred missile you can unlock the next award in your kill streak set with kills gained from using the Predator missile. Hope I helped.
