If your child is traveling with someone who is not their parent, maybe a babysitter or relative, and is leaving the country, they need a notarized travel authorization.
Leave without a babysitter would be wrong but not if you have to leave to work or take care of a sick relative etc and leave the child with someone trustworthy.

As far as i know, you can leave the child with a relative without letting anybody know, but if you leave them in the custody of a babysitter or anything, you must let somebody know, anybody.
