As of July 2012, the USPS will NOT forward mail if there is a one line drawn through the incorrect or former address, and then forward. Now the process MUST include going to the post office, or filling out form online ($1.00 charge online or phone) to have mail forwarded for 15 days to 6 months. The catch is that it takes the post office 15 days to process the forwarding of mail, and by then many who are awaiting their forwarded mail now have delayed bills, and incurring late fees. The post office does NOT want to do their JOB any more. Forwarding mail simply by lining out and writing the forwarded address will NOT cover the expenses of the mail person to pick up the mail and redirect (even though they are going to the post office anyway). Another tidbit of information, because the USPS knows they have this problem, they are now offering Priority Mail forwarding service for nearly $16 per month to forward you mail.
