It allows the drains to flow freely and the stench of the sewer to be sent to the highest point in the roof. That is why p-traps are installed, so the sewer gasses go to the roof vents and not through the water in the traps.

I personally think the sewer line also your toilet water goes there.
If you flush old pills down the toilet it go into the sewer......then it would into a creek,a pond,or a stream.

It depends on the configuration of the pipe. It must be a minimum of 3" pipe and the configuration of how it is hooked up must allow for the toilet to be vented and must not disrupt the venting of other fixtures. Call a plumber.
