You don't have to know CPR to baybsit; however, it would be a very good thing if you do know how to perform CPR. Also, many parents would prefer someone who is trained in CPR to babysit their children over someone who is not trained in CPR.

An infant in need of CPR will show no movement, breathing, or a pulse.
You do not need CPR to graduate from High School. Those in the health care profession need CPR to pass some classes; so for those people, a CPR certificate is required.

Many offer CPR classes to the public--I know Tampa General does.
