Absolutely ! At the very least a Welder must be able to read the types of rods , or electrodes, then there is the settings on the various machines, safety equipment and the warnings that apply. Also most welders need to read blueprints at some time . Unless you are a laborer, who is given the instruction beforehand on all the above , and shown how to weld.
