No and yes. An Adams apple is just a term for the the bump on men's, teens, and some preteens throats. It develops when the boy or preteen goes through puberty. Some teens get and Adams apple then his voice deepens, for others its the other way around.

The Adam's Apple, or laryngeal prominence, is more pronounced in males due to the larger size of their larynx, but vocal changes can continue into early adulthood for both males and females. Voice maturity is a complex process influenced by hormonal changes, vocal cord lengthening, and muscle development.

I'd say the Adams Apple begins to enlarge at age 11. That is when you start having voice cracks. Your voice will slowly lower and you won't notice it happen. You should be done with constant voice cracks around 14 to 15. Of course, you will still have voice cracks. Even grown men can have them. Don't feel discouraged if your the late bloomer. It happens to lots of boys.
Don't worry about your voice it will eventually change so using any energy worrying about it really does not make sense. I never noticed my voice changing but from listening to tapes of myself from when I was 10 years old my 20 something voice is obviously different. Don't worry about your voice changing because it will happen. You should also know that you def have a Adams apple but not all men have one that shows distinctly. Puberty lasts until you are around 18-20 so you have plenty of time.
