No.

There's an iPad WiFi and an iPad WiFi + Cellular.

The iPad WiFi will only be able to access the internet when you're within range of a WiFi network.

The iPad WiFi + Cellular is able to access the internet within range of WiFi and on a 3G network. To access the 3G network you will however have to use an active simcard.

The 3G model will be able to have a micro-sim in it. (not a normal phone sim). So carriers such as AT&T will need to make the micro-sims

You also use a micro sim cutter to convert existing network simcard in the normal mini format to mito 3FF format.

To convert from micro sim format you can also obtian adapters that's convert micro to mini size.

iPad ones take a sim card incase you have ordered the iPad one with 3g. The contractor will will send you 3g using the sim card connection. :D

All 3G models of the first-generation iPad have a micro-SIM slot. WiFi only models do not.

The cellular iPad mini has a nano-SIM card slot for putting in compatible nano-SIMs to use the Internet basically anywhere you can get a connection.
