Some atheists commit crimes, although hopefully not many. To commit a sin you have to be a believer. Atheists are not believers.
A small addition:
'To sin' means, 'to fall short' (like an arrow being shot at a target, and hitting the ground in front of it). If you didn't aim at the target, you can't fall short of it, so an Atheist can't be a heretic (although, in the past, this subtlety would not have prevented him/her being burnt at the stake).
I think the ultimate sin that we as Christians commit is Worry.
