It melts in air because most of its surface be directed to air as cube of ice is lighter than water (density of ice is lesser than water). Air would carry surface temperature with vapor shifting vapor pressure equilibrium to formation of water. Also bottom and imersed part of ice face a stable temperature region in water to keep rate of melting in water slower than in air.
