Anarchism is based around agreeing with people rather than imposing your will. So people can lead and give their input if they wish, but you cannot force others to follow you and you cannot force your will on others. For example someone who is very good at making shoes will be very respected if that person talks about making shoes, and people will listen. But that person is not a "ruler".
