Not hard, I make some myself. You have the choice to use labels for your decals, water-slide decals (i use those) or you can improvise with tape. Now, to actually make them, you would need a template of a full lego body like over here (in the related links section)And depending on if you want historical accuracy or something to look cool you can try to research uniforms and just edit and draw it on a program like paint or photoshop. Instead of making it yourself, you can just find some online. If you google "lego army decals" you'll be sure to find some nice ones. For good decals check out Roaglaan on flickr or whoever you find.If you need info on actually applying the decals or readying them, i can't answer that now because I don't know what type of decals you want to use. Well first you should explore moc pages for some and print them out or make your own. Try browsing the Internet or go on other sites such as Firestar of eBay for more decals (won't be free).
