If you surf east from Cianwood City there are a couple islands there. It is hard to find whirl islands, but as you land on an island, look on the map and see if you are on whirl islands. If your not, try more islands. It is not that hard, but dont forget to have a pokemon with you that knows whirlpool.

It is an island city to the West to Southwest of Olivine City. It will not be labeled on your map, but it will be towards the left of your map on an island by itself near the Whirl Islands far tot he left of Olivine City. Basically, you need to do is go to Olivine City and use surf on the beach and go down and left. Make sure you do not land on the Whirl Islands, which is directly in your path Southwest from Cianwood City.
