Cosmic rays are of such high energy that as soon as they encounter the atmosphere they begin "breaking up" subatomic particles in the atoms making up the gas of the atmosphere, producing secondary showers. Any technology like that you are suggesting would have to operate well outside the atmosphere (probably at altitudes above 5000 miles) and have "collectors" thousands of square miles in area and very thick.
We currently have no ability to build anything of those dimensions and mass anywhere in space and it is unlikely we ever will, unless we finish the canceled 1950s to 1963 Project Orion that planned to use high yield hydrogen bombs to launch things into space. A Project Orion vehicle could place any object of any mass in orbit by exploding 60devices (the larger the mass the higher yield required for each device but no more devices are needed) in rapid succession starting on the earth's surface, for an orbit as high or higher than 5000 miles more than 60 devices would be needed but not all that many more.
I doubt anyone now would approve a project involving detonating dozens of nuclear explosives in the megaton range seconds apart in the atmosphere to perform such launches.
Beyond getting the equipment in space where it would need to be to work, I don't think anyone has any idea what actual equipment might be needed for this purpose.
