You can't but if you want to evolve eevee there is a shop at Gateon Port where you can evolve eevee into 1 of the 5 POKEMON that eevee evolves into. Hope This Helps

You want both? Well, to have both I would breed the Eevee. So then you could evolve one Eevee into a Glaceon, and the other is still the same Eevee. You evolve Eevee into Glaceon when your near Snow Point City, you'll see a ice rock in the middle of some grass. Level Eevee up somewhere near that ice rock, and it should evolve.
