Yes, all that formatting does is rewrites some basic block marks and clears the tables. There are several applications that allow you look at what was on a disk before it was formatted.

However, there are also several applications that allow you to "wipe" a disk, writing random bits to the entire surface. In general, if you write 3 times with random data it will be virtually impossible to even read "shadows" of the data that was there before.
