An obligated parent can be incarcerated, but it rarely happens as judges realize the person would then be without the ability to earn income and pay the ordered support.
If the judge should decide to incarcerate a non compliant parent on a charge of contempt that person would be sent to jail, (not a state prison), in the county or perhaps city where they are a resident.

It happens. However your child support obligation may be offset by the back child support you are due unless that amount has been forgiven by the courts.
In most states, child support arrears can only be reduced by court order dating back to the date the petition was made. Your best bet is to hire an attorney to file the proper paperwork whiile you are in prison.

Technically you can not beat child support unless you are sincerly unable to aford to pay or are in Prison for a national defence.

I doubt there were many child support laws back then. Normally, only the custodial parent of the child can file for child support, not the actual child.
