If the thought is to improve the appearance of collectable coins, cleaning of any kind will damage or severely reduce their value.Also if you use baking soda and vinigar it will explode.
It is probably baking soda, but I've always done it with a little salt on the penny and a few drops of white vinegar on top of that. Have fun!

Vinegar, yes, but not ketchup. Vinegar cleans it because it is an acid. Actually, the best thing to use is cola or lemonade and leave the penny in some cola or lemonade for 48 hours - it normally does the trick!
