It is traditionally (and by that I mean that usually it is). It's perfectly possible to, however, the steps are not designed to be danced alone or with more than 2 people. Though, you could alter them, but as consequence of that, it wouldn't be strictly Ballroom (lol I love that film.)

How can you describe ballroom dancing romantically for a novel?

Ballroom dancing is just a conversation between two people. Bodies are the communication and movement is the tone. The rhythm is the speed and the dancers are the topic. Nothing in the world matters except your partner and what you are doing with them, to them, for them. It's just you and the floor. The ballroom is infatuating. The lust and passion that comes with it is excruciating. Hope this helps. At least it can start you off. It is non-verbal flirting from the moment you step on the floor to the moment you walk off the floor. It is seducing your lover before they realize they have been seduced. It is creating passion, stimulating imagination and satisfying a need. It is making love to them before you make love to them..

Is this a proper sentence the young people danced the older people visited?

First of all, no because you didn't even seperate the sentence in question from the question itself. Secondly, no because there's nothing cojoining the two parts of the sentence i.e. "The young people danced while the older people visited" or "The young people danced, the older people visited."
