In my view, no (although I've never been a victim of a capital crime); capital punishment is about revenge, and revenge never bring peace.

Many people believe capital punishment is the ultimate legal sanction and many people find comfort and closure through it. Capital punishment has nothing to do with revenge.
Capital punishment, or the death penalty, can serve as a warning to deter people from committing heinous crimes. It probably does dissuade some people from murdering, but not in every case. Some people see all forms of capital punishment as inhumane, while some think that some are more humane than others. It can provide closure to the grieving families of murder victims, but it causes further agony for the innocent families of the perpetrator.

Vatican II had no impact on Capital Punishment per se. Much later- arounc l982, Pope John Paul II issued statements modifying church doctrine to if not abolish outright, at least discourage Capital Punishment. the Pontiff was attempting to consolidate ( bring into one accord) the various pro-life church doctrines. It should be noted he survived a number of assasination attempts. Italy has not had death penalty for a long time, and the clergy themselves cannot take blood, so to speak.
Every state has slightly different laws pertaining to capital punishment. Washington state has a death penalty and many of the victim's family wanted Gary Ridgeway to pay the ultimate penalty, his life. But justice is imperfect. Ridgeway made a deal with the prosecution, he would give up names and burial sites in exchange for life with no chance of parole. It doesn't seem fair, but to the families of the victims that had never been found it was a deal that worked. They wanted to bring their loved ones home.
The power of prosecution is reserved for the government. Victims can initiate a civil suit, but only the government can bring criminal charges.
