Yes, it is a form of well, para-gambling, it can be used to get race assignments for lanes, etc in totally Non-gambling activities - for example slot racing, but in the broadest sense- take a chance, toss a coin, even guessing unknown quantities ( often of non-monetary objects such as jelly beans to get by the censor- are certainly ( High Yellow- on article nine of the decalogue)l casting lots is shown in a negative light in The Bible , by the way.

Casting lots could be a form of gambling..The Bible tells us that they casted lots to determine the answer to certain problems or issues..During the time of Jonah it shows us that God was in control of where the lot fell...With that being the answer it would be impossible that it was a gamble...On the other hand the Bible tells us that the soldiers casted lots for Jesus' belongings after they crucified Him...So i guess that could be a form of gambling unless God was controlling to whom the lot fell...This is the only answer I could come up with and i know it sounds strange but I think that when it comes to something as serious as making a decision for the Lord,he is in complete control,but when it comes to something of worldly value it probably is a form of gambling...
