Child support is handled by State agencies. By law and Federal regulation, those jobs are civil service. Contact the hiring agency in your State.
If he's on payroll deduction, they will contact him when the former employer notifies them.

Regardless of combined incomes, it is the parent that pays according to what is judged to be the necessary amount. And many times the courts don't care if you can't afford it. You are obligated to financially support your child and if you have to take two jobs to do it, then that is what you do.
So many people were poor, and jobs were very hard to find, so if a child was able to work and bring home food or money to help support the rest of the family it was a welcomed thing.
