well it is kind of an opinion question...
most hair that is around the shoulder area, yes will be able to be put into a ponytail. but, however not all hair can.
on the other side i dont know how much hair you could get cut off and still be able to put into a ponytail. i would suggest you talk to whoever is cutting your hair

I'm not sure, but their is a way to find out, if you do own a miniature pincher, you can take a peice of string, put it around your dogs neck as if it were a collar,(make sure not to leave any remaning string hanging out), then take the string and aline on a ruler or measering tape and add 2-3 inches on the ruler,( the extra inches will leave space between the collar and the dogs neck).
