Depending on what they are made of they could and the color also keep heat in. If you have a problem this way wear cotton socks so they can breathe. I have found woolen socks are wonderful to wear ( no they aren't hot).

If you tend to wear socks often, you might have itchy feet. Socks are very fuzzy and they have a lot of cotton. When you remove your socks (and have been wearing them for long time), there are small plots of cotton stuck in the creases of your feet. It may sound weird, but try to get rid of those plots by picking cotton off your feet. That lets air get into the creases of your feet. When the creases are blocked of air, it easily becomes hot and sweaty and begins to itch. Also, for carpeting, you might have dirty carpeting. Try vacuuming your carpet that way you walk on clean floor. WEAR CLEAN SOCKS!
