Probably not as there's typically quite a bit of sugar in Hot Chocolate. A warm glass of milk or chamomile tea are traditionally considered good before bed drinks.

It depends on the chocolate.

The milkier the chocolate, the worse it is for your throat.

Milk actually sticks to the lining of your throat and can make the soreness worse.

It also depends on the sugar content of the chocolate. If your sore throat is caused by bacterial infection, the sugar will just "feed" the bacteria, again making the soreness worse.

Dark Chocolate, however, is beneficial for sore throats. It has no milk and considerably less sugar. Chocolate also stimulates the release of endorphins hormones in your brain, which is a natural painkiller.

So, if you want to try eating chocolate for sore throat, you should ideally eat dark chocolate with low sugar content.

No, although hot cocoa may taste good, the only thing that will help a sore throat is menthol lozenges and gargle with warm salt water (ugh) this will do the trick. Another good thing for sore throat is honey!
