Since ice is a solid, the molecules that make it up are a lot more closely packed then in water. Also, water is one of the few substances that grow in volume when frozen this may give the electrons in an electrical current more room to move through the solid object.

That said; ice is less dense than water and therefore has a refractive index lower
than it, by ~.024. This means that it's easier for the light to travel in a straighter,
and therefore shorter line in a less dense substance, than a more dense substance.
The more dense a substance is, the more atoms there are in a given space means
that in that space, the light has to bounce off of each individual particle as opposed
to a less dense substance, which occupies less atoms in a given space, and therefore
has less atoms for the light to bounce off of.
