No, Cardinals are not a rank in the Church. The Bishop of an Archdiocese is an styled an Archbishop. A Cardinal is *usually* a bishop (or made one after he is chosen Cardinal), and some Cardinals are Archbishops of Archdioceses but hardly all of them. Cardinal simply means a Bishop who has been chosen to elect the next Pope.

As of my last knowledge update in October 2023, there is no specific "Cardinal of Kansas." The term "Cardinal" in the Catholic Church refers to high-ranking officials, but Kansas does not currently have a cardinal. Currently there is no ACTIVE Roman Catholic Cardinal of England and Wales. Since the restoration of the faith in England and Wales the Archdiocese of Westminster has been the Primate Archdiocese's.
