The short answer is that its theoretically possible yes, but practicly/reality speaking, it could never happen.

For it to be the case the girl would have to be sexually active prior to her first period and then conceive pregnancy on her first ovulation at age what? say 12? then she would have to deliver and breast feed while remaining sexually active enough so that conception occurs on her next ovulation. This would be some months after delivery.

Even mrs 19-kids-mom has not fertilized every ovulation. And this is even counting fertilized mis-carriages.

Its just too hard on a female body to fertilize every one. The body just would not be able to do it and so there will always be months/ovulations that go by un fertilized.

Even when a young lady (college age) sells her eggs for cash ($20,000-$40,000) they dont all get fertilized nor all implanted in another womans body to grow.
