In the Book of Romans 1:19-21 the Apostle Paul tells us that what may be know of God is manifested in each person, for God has shown it to them. 20, "For since the creation of the world His invisible attributes are clearly seen being understood by the things that are made, even His eternal power, and Godhead, so that they are with out excuse, because although they knew God, they did not glorify Him as God, nor were they thankful, but became futile in their thoughts, and their foolish hearts were darkened.

Romans 2:14-16, "For when Gentiles, who do not have the law, by nature do the things in the law, these, although not having the law, are a law unto themselves, who show the work of the law written in their hearts, their own conscience also bearing witness, and between themselves their thoughts accusing, or else excusing them, in the day when God will judge the secrets of men by Jesus Christ, according to my gospel."

God puts His moral law in each person, but many people push that law out of their mind by doing evil continually. After awhile God's law disappears from that person, and God gives them over to a reprobate mind and their evil action become worse and worse.

When we speak of God's moral law that is in our hearts it is the same moral law that was included in the Law of Moses and the same law that is seen in the New Testament through the teachings of Jesus and the other writers.

But just because God has put this moral law into your heart does not mean you will follow it and increase in it, but many person's have to be reminded of this law by the teachings they receive from their parents etc.

God's law is given (written on their heart) but many people do not know that law because they have chosen not to honor or glorify God and have pushed that law out of their hearts.
