I know that anyone born in a USA hospital has to be given a name. (to follow with social security guidlines) I'm not sure about other countries.
Also, recently a mom and dad wanted to give their child some kind of weird and wacky name, and they were denied. It is going to go to court. I forget the name they wanted to bestow on their progeny, but it's a true story.

Well, I guess no one really invented names. People would probably make a sound to catch someone's attention when they didn't have any way of communication, and that exact sound would be what everyone would say to that person. So, no one invented them. Not really.
I don't know their names, in fact I don't think they recorded them. But pretty much everyone on the first fleet was Christian from the commanders and marines to the convicts and settlers.
