Sometimes. The admins are very busy and do not have much time to go around deleting stories, so it will take a long time for the report to be processed. This is why groups like 'The Literate Union' were formed, to cast down 'trolls', or people who post bad stories on purpose, and promote literacy.

Fanfiction.net has 10 up fanfic as well. Just select K->K+. But some stories might be rated wrong.

There's no way to read deleted stories, though you can always send a private message to the author requesting a copy of the fics you want to read (after they've been deleted, but they're usually deleted with reasons).
