Romantically, no. Greyback is a vicious werewolf, though, and has expressed his opinions on a number of times that he prefers children. Greyback does express an interest in devouring Hermione, but I don't think he could ever have a normal relationship with anyone.

No, they're two very different people. Fenrir Greyback is the werewolf who attacked Bill Weasley when he was in human form. Bill isn't a werewolf but he does have some wolfish tendencies.
