Yes for Swedes it is. On a higher level you have to pay for books but that's it.If you come from another country outside of Europe and want to study on a higher level like university it will cost you from Fall semester of 2011. They changed that in 2009.Education is free in Sweden, the first ten years are even obligatory.

There is no reason to only have a private higher education system. It is more expensive and not as available as public schools. It is important everyone have the chance to receive a higher education.
World wide differences in what and how an education entails make this a difficult question. In the USA, education to ANY level should be a fundamental right. If we were to educate our own people perhaps it would be easier to answer this question in terms of a world wide 'right'. The current state of education in the world is too fractured and combative to produce any kind of educational 'rights'.
There are many benefits. One is more funding for the school itself and a higher reputation in the community. Another benefit is the benefit the students in those programs actually receive which is the same right to education as everyone else. Those children who participate in special education programs are more apt to know how to behave in society later on.
