Minced garlic will stay fresh in the refrigerator for a few hours, but it will quickly dry out. to store it longer cover it in oil (olive, veg etc) and store in a sealed container. However, this will only keep for 3-4 days after that botulism, a potentially deadly food illness can result.
Yes it does eventually go bad. it actually sprouts out tendrils like potatoes. these are known as the garlic flower. the garlic flower is technically a carnivorous plant and are poisonous to humans. they eat flies. be careful. to be safe throw out your garlic in a week and a half.

In theory garlic powder is very simple: it's just dehydrated garlic cloves that have been ground to a powder. Some of the high quality brands you can buy are just that, pure garlic. Not all of the garlic powder on the market is pure. Sometimes artificial ingredients are added to "improve" the colour or flavour. As always, it's worth checking the ingredients before you buy. Sometimes garlic powder is included in other dried spice blends in the stores. The most common of these is garlic salt which is usually just salt plus powdered garlic. Obviously if you're using the powder as an alternative seasoning in order to cut down on your salt intake, there isn't much point using garlic salt

It wouldn't be recommended unless you're looking for a really salty taste. Keep in mind that garlic salt is mostly salt with just some garlic flavor to it. If the recipe calls for salt, you might want to reduce or eliminate it if you're going to use garlic salt in place of garlic. If the recipe doesn't call for salt, garlic salt is probably not the best option.

Granulated granulated garlic is not the same as garlic salt. Granulated garlic is just garlic that has been dried, processed and granulated. Garlic salt is processed , dried garlic mixed with sea salt or other salts.
