The act of getting a piercing is someone literally shoving a sharp needle through a part of your body. By no means is this an attempt to talk someone out of a piercing as I have many. The pain is short lived and will vary rarely persist past the first day or so if you take care of it. There will be some discomfort and the annoyance of the sight healing.

No. Piercing your belly button wont hurt as compared to piercing your tongue.
Getting a body piercing is going to hurt regardless of where it is on your body. There are of course areas that are more sensitive then others. If you have a properly trained piercer providing the piercing it will diminish the amount of pain you feel.
If you are getting a ear piercing it doesn't hurt at all but other kinds of piercings non your body hurt depending on where you get them!

Do you mean a labret piercing? Because if so it depends on the person whether it hurts or not. But I personally didn't think it hurt, to me it felt like getting my ears pierced.

Any piercing is going to hurt. How badly it hurts varies from person to person.
Piercings done with a piercing gun can hurt for several days after the piercing has been done. Piercings done by a professional body piercer using needles generally only hurt momentarily and off and on (twinges) for 24 hours post piercing.
Getting a tongue piercin will hurt a bit regardless of what you've had pierced before.
