Though God has sent messengers to earth at sundry times they are either angels or resurrected beings. Those who have been memtioned in scripture have usually been righteous men who travel either in pairs or more. If you remember three righteous men (Not angels)were sent by God to destroy Sodom. Abraham pleaded with them to preserve Sodom if three righteous men could be found. The reason that two or more are sent is that it is better to have two or more witnesses to testify.
