Yes you do. If you just applied orange on top of the existing brown color, you couldn't see the orange, the hair would still look brown.
We have painted our sons room lime green..horrible I thought but!!I have checked the colours and I am going to paint one wall brown. the colours look great together..just like a chocolate lime sweety..
