No it doesnt. If its infected, you would have green/yellow discharge from the piercing, swelling, and redness for more than a week or two. The dryness is probably from overcleaning. If you're using soap, stop. Its either too harsh or you're using it too often. Only use soap about once a week. Use a sea salt and warm water solution. Don;t use too much salt or use it more than 2 times a day bc that will lead to drying too. Just use warm water to clean it until the dryness goes away.

If its an old piercing its most likely scar tissue, if its a new piercing its most likely getting infected and there is pus in the bump.

not sure everyone acts different check this out at your doctor because you should not get pus from your tongue piercing it might mean that your tongue piercing has got infected because i have never got pus from my tongue piercing xoxo
Crust forming around your piercing is part of the healing process. Do not pick the crust off as it will reopen the wound.
Swelling doesn't always indicate infection, new piercings around eyes and lips will swell, this is not unusual, the swelling generally eases in the following 5 days post piercing. However if the jewellery is tight in the piercing then this can cause issues with the healing and cleaning of the piercing which can lead to infection.
If by salt rinse you mean saline solution, then yes. You can use saline solution on any open wound to clean it.
*mean? It doesn't really mean anything. It is somewhat popular for gay or lesbian people but having a labret or medusa piercing does not automatically mean this. If you want either of these piercings and you think it will look good, just go for it and work it.

If by reopening it you mean re-piercing it, then yes, theres a chance that it'll get infected. If the piercing is healed over, go get it professionally repierced. Scar tissue can be a little tough to pierce through. Repiercing it yourself with non-sterile jewelry greatly increases the risk of infection. If it hasnt healed over, its fine because scar tissue has formed and you arent creating a new wound.
Probably means it's infected! Take it out immediately, if the swelling continues, see a doctor! Could be a serious infection!
